The mayor and council of the city, as the governing body and authority, shall have the power to make changes in ward lines, consistent with state law, from time to time whenever it is deemed advisable to contract or extend them; provided however, that the ward lines whenever rearranged shall not increase the number of wards beyond the total of four (4) wards.
